The Wyoming Statewide Independent Living Council was established under the authority of Title VII Section 705, of the 1973 Rehabilitation Act as amended (P.L. 102-569)
Our primary purpose, together with the Wyoming Division of Vocational Rehabilitation (DVR), is to jointly develop, and sign the State's Plan for Independent Living (SPIL). Additionally, we monitor, review, and evaluate the implementation of the State Plan. We work with our two Center's for Independent Living (CIL's); and the Brain Injury Association of Wyoming concerning different independent living issues that affect the citizens of Wyoming living with significant disabilities.
Wyoming Independent Living Rehabilitation (WILR), serves the Eastern half of the State and Wyoming Services for Independent Living (WSIL), serves the Western half of the State. The Brain Injury Association of Wyoming is available to anyone in the State who needs assistance to access information and/or services for individuals with brain injury.
We coordinate activities with other State Councils by having mutual liaisons serving on each other's Councils. It is our hope that by sharing information, mutual issues can be addressed, which affect Wyoming citizens with disabilities.
The SILC Council meets quarterly and all meetings are open to the public. Meeting times and locations vary and are advertised in newspapers statewide, as well as being noted at the end of the SILC minutes, as posted on this website.
Finally, we provide periodic reports to the public and Federal government that describe the activities of the SILC.
Our Mission
The intent of establishing the SILC is to demonstrate that people with disabilities are competent active members of society. The government wanted to ensure that individuals with disabilities would be taken seriously thus, the SILC is to be comprised of at least 51% of individuals with disabilities.
Increase Wyoming residents' knowledge of rights of people with
disabilities, by educating the public through the use of the media.
Reach out to the general community and the disability community in order to increase collaboration among the SILC Council, independent living centers and other service providers.

We believe and support the Independent Living philosophy of consumer control, peer support, self-help, self-determination, equal access, and individual and system advocacy, in order to maximize the leadership, empowerment, independence, and productivity of individuals with disabilities and the integration and full inclusion of people with disabilities in the mainstream of American society.
The SILC strives to ensure that there is statewide representation by members who represent a broad range of individuals with disabilities from diverse backgrounds.
Our membership consists of representatives from each of the State Independent Living Programs, people living with disabilities, community service providers, Protection and Advocacy and DVR (Division of Vocational Rehabilitation).
Following application directly to the SILC, suitable applications are submitted to the Governor who then makes appointments to the Council.
